Kanab City Police Department

(Updated 02/13/2025). This post exposes social media posts of bigotry and extremism by Kanab City Police Chief Tom Cram and officers Dustin Bundy & Russell Alldredge; exposes criminal felonies by former officer Clint Brinkerhoff; and Chief Cram’s minimization of the trauma to a pedestrian that he hit in a crosswalk with his police truck.

The evidence is presented in the following 12 sections:

Section 1 of 12: Chief Cram Hits a Pedestrian in the Crosswalk

Kanab City Police Chief Tom Cram had no comment for reporters while the case progressed, but after his February 2025 guilty plea to an infraction, he minimized the severity of his mistake and lashed out at the media (compare his comments in the image below to the injuries sustained by the pedestrian).

Four years before Chief Cram hit this pedestrian, he, Kane County Attorney Van Dyke and Sheriff Glover cited the “history of pedestrian-vehicle accidents” at that very intersection in their failed effort to ban public demonstrations in 2020 at that intersection. I, Michelle Galaria, and my sister were hit at that crosswalk in 2017 and in 2019 a pedestrian was killed.

The fundraiser for the victim of Chief Cram’s “failure to yield to a pedestrian” was organized by Kanab Patriot & local business owner Elizabeth Patton (FB profile Lizzie Ann). She describes the injured party, Michael Dimino, as residing in an off-the-grid motorhome, recovering in a rehabilitation facility with a fractured leg & arm, six broken ribs and abrasions. Michael was employed by J6er David Crosby when I resided in Kanab in 2020.

Section 2 of 12: The question to the Mayor, City Manager and to the residents of Kane County is ….

“Can/does the Chief of Police protect and serve ALL residents when he displays such bigotry of lawful activists and anyone of differing beliefs, race & lifestyles (including that they are Anti-American and should leave America) and he encourages local participants at the January 6 Insurrection?”

Chief Cram states “Kippersnack needs a new home where he has no freedom..”

Fellow officer Cole Brown at Kane County Sheriffs Office joined former jail commander Dan Watson in calling peaceful protesters for social justice “traitors”. See Kane County Sheriff’s Office for their extremism & bigotry.

Chief Cram praises David Crosby, one of several Insurrectionists from Kanab Area, “Good for you David! MAGA” for his answer to Trump’s call to stop-the-steal in DC stating “We are beginning the fight! Time to STAND up for our country”

Chief Cram supports intolerance & bigotry from fellow US Veteran & Red Level Neighbor, Bob Riding. Essentially stating that they are no longer tolerating LGBTQ2SIA, non-white/BIPOC, Liberal, Immigrant and non-Christian neighbors. Chief Cram refers to the grotesque murder of George Floyd by then officer, now felon Derek Chauvin as “his sacrafice, ” mocks Floyd’s murder anniversary as “one year drug free,” and disparages the Floyd family because of the financial settlement awarded them by the Minneapolis City Council in a unanimous decision.

My experience with Kanab Police Chief Tom Cram has been of a “Jekyll and Hyde” nature. On social media, Kanab City Chief of Police Tom Cram, comments that peaceful protesters should be exiled and lose their freedom, gives atta boy MAGA to a Kanab businessman at the Capitol Insurrection, and likes multiple posts of hatred of democrats and blaming victims of brutality landing him and his “blue family” children on KURW Hatewatch. In person, Chief Cram voices neutrality, support of the actions for police reform, and concern for protester safety (see my detailed interaction with Cram and the Mayor following the images below).

This split is representative of Kanab, Kane County, in general where the left nominated the most left 2020 presidential candidate and the right the most right. Bernie Sanders was the chosen nominee for Kane County in the 2016 Democratic Primary (see S.U.N. article) Former President DJ Trump won 71% of votes caste in Kane County with an 85% turnout. This means that 1,947 registered voters in Kane County did not vote for Trump (2,998 for Trump of the 4,972 registered) and 1,207 of those 1,947 cast their votes against Trump. The Chief of Police represents those 1947 people, too.

#3 of 12: How to file a law enforcement complaint

  • File official complaint with POST (UT Dept of Safety, Peace Officers Standards & Training)
  • Do everything in writing, locally, even their response
  • For complaints of Police Chiefs, submit to your city manager and city mayor
  • For complaints of police officers, submit to your city police chief
  • For complaints of Sheriff, re-elect
  • For complaints of staff at county Sheriff department, submit to Sheriff

#8 of 12: My Personal Interaction with KPD & Mayor Houston 2020

I had many interactions with law enforcement and city officials throughout the social justice activities in Kanab from June 1, 2020 through November 2020. These are the topics by individual in list form, followed by detailed paragraphs for each:

  • Chief Cram: protest dates and guidelines, his Kaepernick comment, police reform and Kanab, officer complaint, Robert Brissette assault on protesters, unlawful joint release for sidewalk protesting, failure of officer to respond to call to dispatch. The interactions were professional, considerate, and handled in a satisfactory manner.
  • Mayor Houston (current mayor is Colten Johnson who, like Cram, supported the J6 insurrection): complaint of Cram’s Kaepernick post, 1A and public figures, Thin Blue Line on Cram’s uniform, white supremacy in Kanab, changing demographics of Kanab, considering those who do not speak up. Mayor Houston responded that they were working with a California group for social media etiquette, was shocked to hear there are white supremacists in Kanab, claimed to not know what the blue line flag was and expressed understanding of speaking up for those who will not after he first replied “why am I only hearing this from you?”
  • Sheriff Glover: failure to dispatch call to Kanab City Police in response to threat of personal safety. He was persistent in getting in touch with me and following up.
  • Lt.Alan Alldredge: failure to dispatch officers for 2 of 2 calls placed (one 911 and one non-emergency), changing demographics of Kane County, unlawful joint release for sidewalk protest ban by Kane County Attorney, Chief Cram and Sheriff Glover. He explained that the first failure was a glitch in dispatch and had been addressed, the second failure was Kanab PD and Glover was meeting with Cram to discuss and fix. He was unaware of the Joint Press Release for the erroneous “protest ban on sidewalk”, so he took copies of it and said he would talk to Glover & deputies so they did not act on it.
  • KPD officers Raddatz, Brinkerhoff, Coleman, Smith and Bundy: Every interaction that I had with most of these officers was professional, considerate and personable,
  • except for ONE…

#9 of 12: KPD Officer Dustin Bundy

  1. When he responded to my place of work over a threatening situation, he quickly blamed Best Friends Animal Sanctuary (BFAS) and the “type of people” they bring for creating rising hostility. There was no mention of BFAS or no affiliation with BFAS. I complained to Chief Cram how inappropriate it was, that I was distressed and he added to my stress for no reason or context.

#10 of 12: Felonies 2022 by Clint Brinkerhoff

On November 17, 2020 former KPD Officer Clint Brinkerhoff pled guilty two 3rd degree felonies and had a Class A misdemeanor for drug use/possession dismissed as part of the Plea of Abeyance. They accepted 18 months of private probation and a $500.00 instead of the possible 0-5 years of confinement with a $5000 fine plus fees.

#11 of 12: KPD Officer Russell Alldredge

(added 06/08/2023). Russell was not part of the police force during 2020. He supports local extremist page Kanab Patriots and national anti-government extremist group Bundy’s People’s Rights Network. He co-owns Total Blinds, his father is Lt. at Kane County Sheriff’s Office and his family owns/operates Big Al’s Burgers at the Junction: Rinda & Russell Alldredge. #12 of 12: KPD Requests $7,000,000 New Facility

At a 2023 Kanab City Council meeting, Chief Cram shared information in regards to a new facility search to house Kanab City Police. In 2021 he stated that they had to hire three new officers “overnight” and that he currently has 8 officers (1 officer per 600 residents). The current facility is an 1120sf, $750/month rental space next to Kanab Liquors . Chief Cram prosposed a larger 2500sf facility for rent at $3700/month while a new facility is built which he estimated a cost of $7,000,000 breaking that down to $42,000/month over 30 years. This increased cost ($750/month to $3700/month to $42,000/month) would require property taxes to DOUBLE ($20-25/month additional per household) through a sales tax backed bond or general election bond.

The Council responded as follows: (see KURW post Meet Your City Officials 2022 to see bigotry & extremism from city staff)

  • Mayor Johnson: “We do have a revenue problem beyond the police department so tax increases are inevitable
  • Wade Heaton: “Move them for now, look for something better. Has to happen”
  • Arlon Chamberlain: “We just have to do it, it’s been kicked down the road for years”
  • Michael East: “Do it now. Expenses are not the problem, revenue is and the only way to increase revenue is to increase taxes. Property tax increase last option, TRT should be first option because that is money from tourists and sales tax increase 2nd option because tourists pay 65% of that”
  • Scott Colson: “Taxation without representation, we are the representatives and it is our job to help community understand the need, not just to pass something. We need to find a solution but do so the right way with the people and considering wages & accessories not at the trade-off for a building. Move them and look for better option.”

**UPDATE**. In November of 2023, the Kanab City Police Department moved to the new building which was previously Best Friends Animal Society Town Center and before that Radio Shack. I resided in the Kanab, Utah area from 2009 throughout 2020. I created KURW following the January 6, 2021 attempt by domestic extremists to stop the certification of the election which nearly a dozen Kanab area residents participated and were encouraged by the Kanab City Police Chief & fellow law enforcement. I resided most of my life in rural America and was raised in a large, far-right family. Studies show new trends in extremist characteristics, feelings of fear/anger/betrayal, an increase in social media recruitment and incitement, and radicalization as quickly as six months. Concerned residents of the area had collected evidence of public activity beginning with the six months of weekly Black Lives Matter and All Lives Matter and MAGA events in Kanab. That documentation, public posts on social media, contribution from community members and outside organizations were compiled to create KURW Hatewatch because I feel like that is the best way that I can address the call for awareness to the threat of extremism.
